The Problems of Authenticity of Electronic Digital Signature During Electronic Voting

The paper is devoted to the problems of authenticity of an electronic digital signature during electronic voting. We considered the case when an electronic copy of the law accepted by deputies is passed to the electronic signature to the governor. We concluded that such passing of document does not create the obstacle for the creation of the copy of the signed document on a traditional paper. According to G.Т. Chernobel elementary constitutional logic suggests that the legislative act must be verified in writing that is should be personally authenticated in its authenticity, correctness by the legislative office of state power that accepted or published such act. However, the handwritten signature does not provide the authenticity of the document. It only connects the document with the person. It is the mean of identification based on biometric data. Unlike the handwritten signature, the electronic signature can not characterize the owner as the individual, but makes all documents identical, because changing at least one symbol leads to the creation of a new document.
