The System of Social Support for the Population

In the course of market transformations in Russia, social policy has only formally been considered one of the pivotal elements of overall economic strategy. The lack of a proper social orientation for state economic policy and the underestimation of the role of the social component as a highly important factor in the strengthening of the Federation have led to the fact that a federation-wide program capable of becoming the foundation of a strategy of social development for the Russian Federation was not devised in the initial stages of reform.
