Trinidad and Tobago: Institutional Capacity of the State
This sector note comments about the dominance of the public sector in the economic and social spheres in Trinidad and Tobago. The public sector has many positive characteristics as well-established organizational structures. This strength, however, is counter-balanced by numerous challenges. It also discusses the reform of the policy process (Cabinet). The misplacement of micromanagement at the Cabinet level has disempowered and weakened managers and staff in sector ministries and de-motivated them to put emphasis on achievements of results. Furthermore, it examines the reform of organizational and human capital, the reform of public financial management, the overall management of the public sector reform, the public sector investment, State Owned Enterprises and the Bank interventions in developing investment operations.
