Urgent Problems in the Elaboration of the Tenth Five-Year Plan
Our country has commenced work on the compilation of the draft of the Five-Year Plan for the Development of the USSR National Economy in 1976-1980. In the preparation of the new plan, full use is made of the wealth of experience that has been amassed by planning organs and the scientific organizations of the country in the elaboration and implementation of the preceding five-year plans, planning experience of countries in the socialist community, and the coordination of the five-year plans of the USSR with the plans of other COMECON member nations. The need for the scientific substantiation of plan targets and for assuring the more complete assessment of the conditions under which the new five-year plan will be compiled and implemented makes greater demands on planning and presupposes the improvement of the methodology, methods, and organization of its elaboration, including the broader application of the methods of systems analysis and a comprehensive approach in the decision-making process and the utilization of the entire system of balances based on a progressive normative base.
