With regard to both the efficiencies associated with economies of scale and scope and the efficiencies in governance transaction costs 1 and have 1 and quality problems of rural health care can be reduced by better coordination and rationalization of the delivery system and that this coordination and rationalization can be achieved through strategic alliances of provider organizations. The report of the findings: (1) reviews the activities and functions of these alliances and makes specific recommendations regarding activItIes that can and should be organized cooperatively 1 tertiary hospital.
