Институционални оквири привредног развоја Косова и Метохије, 1945–1990

The paper analyzes the institutional framework of the economic development of Kosovo and Metohia in the period of the existence of the so-called Second Yugoslavia (1945-1990). The first part examines the characteristics of Kosovo and Metohia's position within the Yugoslav federation, formed on the basis of the decisions of the communist AVNOJ conference in 1943, and follows the transformation of Kosovo and Metohia from an autonomous region (as delineated in the first constitution – but not in the original AVNOJ resolution on the basis of which federal Yugoslavia was formed!) to a province and then to a „constitutive element“ of the federation, with superior powers relative to the Republic of Serbia, whose integral part it was. The second part presents the basic characteristics of the economic system and the economic and developmental policies, which were fundamentally identical to those applied to the entire country – although, starting with the middle of the 1960s, the process of building so-called national economies had begun in the republics and provinces, which were responsible for their own socio-economic development. Finally, the third part examines the position of Kosovo and Metohia in the context of the planning and the implementation of regional policy, within which, for the greater part of the period in question (i.e. from 1957), the region had the status of an underdeveloped region and, from 1966, the status of an „exceptionally underdeveloped region“ at the level of the federation itself. As such, Kosovo and Metohia received federal aid for economic (and social) development on various levels (the federal budget through funds earmarked for lesser developed republics and provinces, the Federal Fund for crediting the economic development of underdeveloped republics and provinces, as well as other forms of fund redistribution provided for by federal laws).
