Содержанием этого доклада является попытка пересмотра ряда исходных постулатов неоклассической теории с целью расширения модели конкурентного равновесия и включения в нее общественных предпочтений. В результате выполненного анализа «Чистой теории общественных расходов» Самуэльсона, «Мериторики» Масгрейва и «FS-модели» Марголиса в первой части доклада показано, что введение в стандартную рыночную модель общественных товаров, мериторных благ, а также альтруистических и/или социальных интересов требует принятия дополнительных предпосылок, которые входят в противоречие с базовыми аксиомами. Во второй части исследуются возможности отказа от абсолютизации методологического индивидуализма и замены данного постулата на более мягкое условие комплементарности индивидуальной и социальной полезности, допускающее существование интересов общества как такового, несводимых к предпочтениям индивидуумов. На основе парадигмы комплементарности и анализа «равновесия Линдаля» применительно к совокупному спросу, учитывающему как индивидуальные предпочтения, так и несводимые к ним групповые преференции, сформулирован принцип инверсии, устанавливающий связь между возникновением социального интереса в отношении частного блага и социальной мутацией этого блага, порождающей инверсию предельных условий равновесия. В третьей части рассматривается типология товаров и услуг, основанная на социальной полезности блага, и выводятся предельные условия для социального оптимума. В заключении доклада рассмотрены механизмы формирования общественных интересов, генерируемых рыночной средой и политической системой, и сформулирована исследовательская программа теории смешанной экономики. <P> The content of the report is an attempt to review a number of initial postulates of the neoclassical theory with a view to extend the model of competitive equilibrium and to include or incorporate, public preferences. As a result of the performed analysis of "The Pure Theory of Public Expenditures" of Samuelson, "The Meritorics" of Musgrave and "The FS- model" of Margolis, it was shown in the first part of the report that the introduction of public goods and meritorious goods to the standard market model, as well as the introduction of altruistic and/ or social interests requires an adoption of the additional prerequisites, or assumptions, that are inconsistent, or in conflict, with the basic axioms. In the second part the possibilities of the rejection of absolutism of the methodological individualism are examined as well as the replacement of the given postulate on a milder condition of complementarity of individual and social utility, admitting the existence of the interests of society as such, which are irreducible to the preferences of individuals. On the basis of the paradigm of complementarity and the analysis of "The Lindahl equilibrium" with respect to the aggregate demand, which takes into account both individual preferences and irreducible to them group preferences, the principle of inversion was formulated, which establishes a link between the emergence of social interest in respect of the private good and the social mutation of this good , generating inversion of limiting, or marginal, conditions of equilibrium. The third part deals with, or examines. the typology of goods and services, based on the social utility of the good, and limiting, or marginal conditions for social optimum are displayed. In conclusion of the report, the mechanisms of the formation of public interest, generated by the market environment and the political system, were considered and examined and the research program of the theory of the mixed economy was formulated.
