Направления реформирования системы международных экономических отношений в новых условиях глобального развития (New global development conditions of international economic relations : reforming directions)

Russian abstract:В работе анализируются новейшие тенденции реформирования международных экономических отношений (МЭО), прежде всего глобальной торговли и движения капиталов в мире. Также изучаются возможности и ограничения участия России в этих процессах в интересах развития национальной экономики и внешнеэкономической сферы страны. Основной целью исследования является определение новых тенденций развития международных экономических отношений на современном этапе и возможности участия России в этих процессах. Основными задачами исследования являются: а) выявление основных причин и сфер трансформации МЭО; б) определение возможных направлений реформирования различных секторов глобальной экономики; в) исследование потенциальных изменений баланса сил и интересов в мировой экономике на страновом, региональном и глобальном уровнях; г) определение возможностей и ограничений участия Российской Федерации в процессах трансформации МЭО с учетом национальных интересов; д) раскрытие основных направлений взаимодействия России в новых условиях с различными группами стран и группировками (международными организациями); е) подготовка предложений прикладного характера по адаптации внешнеэкономического комплекса России к новым условиям деятельности на мировых рынках. Особое внимание уделено реформированию глобальных цепочек добавленной стоимости, модификации мировой торговли, изменению баланса сил в международных экономических отношениях. Дается авторская оценка проблеме сохранения рыночного статуса российской экономики и практические рекомендации по возможному решению данного вопроса.English abstract:The study analyzes the latest trends in the reform of international economic relations, especially global trade and capital flows in the world. It also analyzes the opportunities and limitations of Russia's participation in international economic reform processes in the interests of the national economy. The main purpose of the study is to identify emerging trends in global economy and international relations at the present stage and define the opportunities for Russia's participation in new processes. The main objectives of the study are: a) to identify the main factors and areas of transformation of international economic relations; b) to determine possible directions of reforming various sectors of the global economy; c) to study potential changes in the balance of power and interests in the global economy at different levels - i.e. country, region and global; d) to identify opportunities and limitations for the Russian Federation to participate in the processes of transformation of international economic relations with regard to national interests; e) to reveal the main directions of Russian interaction in the new conditions with various groups of countries and international organizations. Special attention is given to the reform of global value chains, transformation of world trade and changes in the balance of power in international economic relations. Finally, the study provides an expert assessment of the problem of maintaining the market status of the Russian economy and practical recommendations for a possible solution of this issue
