Народный контроль: социальный капитал, трансформация системы, профилактирующий контроль.

The effective voluntary control by the population of the work of state bodies is the social capital of the nation. The existing structures, formed of representatives of the population, are mainly engaged in duplicating the functions of government bodies and executive authorities. We consider the issues of supply in solving numerous economic problems, lack of management, internal affairs and others, which appeared as a result of omissions in the activities of various government agencies. This approach does not create conditions that reliably prevent the occurrence of such problems in the future. The proposed article shows the transformation of the system of popular control in the USSR, then Russia, from the creation of a centralized state to the beginning of the “perestroika” period of the late 90s of the last century. The author analyzes the retrospective of the transformation process of the control system, describes the stages and the effectiveness of its forms. The material is addressed to scientists studying the formation and development of popular control in the country, employees of government bodies, and people interested in the experience of state-building.
