ОСНОВНЫЕ ЭТАПЫ РАЗВИТИЯ БЮДЖЕТНОЙ СИСТЕМЫ И МЕЖБЮДЖЕТНЫХ ОТНОШЕНИЙ В РЕСПУБЛИКЕ ТАДЖИКИСТАН

In the context of a competitive market it is necessary to carry out a sweeping reform of all the financial system of the Republic of Tadjikistan, and above all the budgeting system as its fundamental unit. Today the new budgeting system is still in a formative stage: the legislative mechanism of delegating authority between republican and territorial levels of power, the local Khukumats, is undergoing fine tuning. This explains the exceptional difficulties in the process of drawing up and administration of budgets on all levels.
