The study is aimed at substantiating and developing recommendations for promoting the implementation of the concept of sustainable development in the Russian Federation. To achieve this goal, it seems to the authors, it is necessary to identify a range of problematic factors that complicate the implementation of this concept in Russian realities, and to analyze their key parameters from the standpoint of sustainable development policy. The paper uses the methods of comparative analysis to assess the dynamics of changes in the values of statistical indicators, in relation to which the methodological basis of which is the policy of sustainable development. The substantive and legal analysis of the provisions of Russian and international normative legal acts has been carried out. An approach to the systematization of theoretical material on the problem under study based on the analysis of problem areas of sustainable development goals is presented. A set of approaches to defining the essence of sustainable development by analyzing domestic and foreign literary sources is revealed. In this regard, the authors highlighted recommendatory measures that make it possible to increase the effectiveness of advancing towards socio-economic development, which does not imply significant damage to the natural and climatic system. The result of the work was the identification, based on the application of the process approach, of such “problematic” sustainable development goals as “… gaining access to health care and well-being, building a peaceful society and ensuring access to justice, as well as reducing inequality…”. Based on the results of a comparative study, the article concludes that, despite certain positive transformational shifts, implying an approach to achieving the Sustainable Development Goals, there are a number of problems in the Russian Federation that require significant attention. At the same time, for example, in European states, the existing difficulties, as the analysis shows, are somewhat less, therefore, in Russian realities, it seems reasonable to increase the degree of effectiveness of state policy and more deeply and fundamentally comprehend this concept, implying a balanced development of economic, social and environmental component
