На основе архивного материала авторы исследуют исторические аспекты государственного управления процессом становления и развития региональной системы социальной защиты населения в Челябинской области на рубеже XX-XXI веков. Основной акцент сделан на анализе деятельности Министерства социальных отношений области как ведущего субъекта управления в данной сфере. Выявленные проблемы рассматриваются на общем фоне проводимых в стране рыночных реформ. The authors analyze historical aspects of state management of process of establishment and development of regional system of social welfare in the Chelyabinsk region at the turn of XX-XXI centuries. The analysis is based on historical material. The main emphasis is made on analyzing the work of the ministry of social relations, as it is the lead subject of management in the given field. The revealed problems are examined amidst market-oriented reforms carried out in the country
