РОЗВИТОК БЮДЖЕТНИХ МЕХАНІЗМІВ ФУНКЦІОНУВАННЯ ПІДПРИЄМСТВ ПОРТОВОГО КОМПЛЕКСУ УКРАЇНИ

У статті досліджено систему основних бюджетних механізмів стимулювання розвитку портового комплексу України в сучасних умовах. Визначено умови функціонування портового комплексу України в умовах реформування. Виявленоено актуальні проблеми формування бюджетів макрота мікрорівнів в сфері функціонування українських підприємств портової діяльності. Розглянуто основні принципи організації бюджетного процесу підприємств портової діяльності.Up-to-day conditions of functioning of the port complex of Ukraine defined. The system of basic budgetary mechanisms of stimulation of development of port enterprises of Ukraine in reforming conditions investigated. Imperfection of legal support of the budget process, budget planning disadvantages, decline in basic industries of national economy, reducing the profitability of enterprises, illegal business, the inefficiency of the current tax system, the deterioration of payment discipline identified major obstacles for development of the budgetary process of port enterprises in Ukraine. Principles of continuity of the budget process, the formation of a unified database of budgeting, management accounting and accounting, multi-stage analysis of costs and margin, budgeting on directions of costs and areas of port activity are defined as basic principles of the budget process enterprises port activities. State regulatory policy should be aimed at reducing government interference in activity of port enterprises, removing legal administrative, economic and institutional obstacles to the development of their economic activities. Budgeting is the foundation of creation a competitive advantage through the forming of an effective system of resource management of port activity.
