ハンガリーの強制的私的積立年金制度

1998年に始動したハンガリーの新年金制度は，強制的私的積立年金の新規導入という点で画期的である。しかし，年金改革をめぐる政治的意思決定プロセスとその後の制度運用は，省庁間の利害対立，与野党間の政治力学，労働組合や金融機関を含む利益集団の存在に大きく左右された。それは，強制的私的積立年金の法制度的枠組や私的年金基金の経営実績にも一定の悪影響を及ぼした可能性が高い。新制度が将来においてサステナブルであるためにも，保険加入者の利益が最も優先されるようなガバナンス改革やモニタリング機構の強化が求められる。
