Chinese Abstract: OECD积极型社会政策的核心理念，是以社会投资、社会参与和积极干预的方式全面提升社会成员抵御风险的能力，并以此减轻福利国家的税收依赖和社会弱势群体的福利依赖。围绕着“社会投资”的理念，积极型社会政策不再仅仅关注人生的低谷和尾声，而是扩展至人生的所有阶段，并具体呈现为积极型的儿童发展政策、成年就业政策和老年保障政策。OECD的经验为我国社会政策改革和社会保障体系的完善提供了有益借鉴。
