아시아 주요국의 대인도 경제협력과 시사점 (Economic Cooperation between India and Selected Asian Countries : Current Status and Policy Implications)

인도의 대기업인 타타, 릴라이언스 그룹은 물론, 우리나라 포스코도 부지확보에 어려움을 겪고 있는 상황에서 일본 및 싱가포르의 공단 개발 사례는 자국 기업들의 인도 진출을 가장 직접적으로 지원하는 정책으로 높이 평가할 만하다. 인도 내 공단 개발 경험이 풍부하고 공동개발자로서의 참여 여지가 상대적으로 큰 싱가포르 국영기업과의 제휴 등을 통해 공단을 개발하는 방안을 검토해 볼 필요가 있다. 아울러 우리나라가 직접 인도 주정부 또는 주정부 산하 개발공사와 공동으로 공단을 개발하는 것도 검토해 보아야 한다. 이럴 경우, 개발 및 분양 리스크를 분산하기 위해 가급적 많은 참여자 즉, 공기업, 대기업, 금융기관 등은 물론 입주 예정 중소기업, 인도 주정부 및 주정부 산하 공기업, 금융기관 등이 참여하는 컨소시엄을 구성하여 추진하는 것이 바람직할 것이다. 또한 구자라트, 마하라슈트라, 타밀나두 등과 같이 외국기업과의 공단 개발 경험이 풍부하고 친기업적인 주정부를 우선 파트너로 검토해 보아야 할 것이며, 대규모 공단보다는 중소형 공단 개발을 조기에 성공시켜 다른 지역 혹은 주로 확산하는 전략이 주효할 것이다.The center of the global economy has been gradually shifting to emerging economies with developed countries hit hard by the global financial crisis that started in the United States in 2008 and the recent Eurozone crisis. Since 2012, the GDP growth rates of even those emerging economies have been declining; yet, at the same time, the role of emerging economies like India as the pillar of global economic growth is becoming more important, and so is economic cooperation with emerging economies.
