A cost-benefit analysis for the expansion of the Copernicus portfolio : a new value-added product related to Ground Motion

The objective of the study is to assess the opportunity for the expansion of the Copernicus portfolio with the development of a new Copernicus product related to Ground Motion. This potential product will be referred as "Ground Motion Spatial Database for Europe" or "GMSDE". The goal of this study is also to analyse which perimeter and scope this potential new product should encompass. This assessment is made in regards to objective, pre-defined criteria by the European Commission, the Copernicus Committee and User Forum. Those criteria are the following: - Non-rival -General purpose - European value-added - No private alternative - Overwhelming public interest - Limited additional costs.
