A Multifaceted Approach to Improving Planning and Management
The Twenty-Fourth Party Congress and the December (1973) Plenum of the Central Committee of the CPSU characterized in depth the present conditions in our country's economic development. The increase in the scale of the national economy, changes in the structure of production, the increase in the volume and diversity of the population's needs, the increased impact of social, scientific, and technological factors on the economy, the greater effectiveness of the decision-making process - all these things point to the necessity of bringing about a serious rise in the level of our managerial work, of considerably increasing the effectiveness of the economy, of transforming our enormous economy into an even more harmonious and better operating mechanism, and of implementing a consistent policy aimed at the comprehensive intensification of social production.
