A Sequential Transport Policy Framework for Sustainable Transport

Transportation is a primary component of contemporary society, producing inevitable benefits, yet giving rise to many negative externalities. Constantly changing transport policies relating to the strategies and goals need to be devised to maximize the benefits and minimize the inconveniences. These policies have considerable amount of economic, social, institutional and environmental impacts. In this paper, a new transport policy framework focusing on sustainable transport is presented. To facilitate the selection of transport projects which really contribute to the achievements of the up-to-date goals from the perspectives of both transport providers and users, an optimization model known from operations research, is also proposed.
