An Analysis of the Equal Distribution Assumption in Numeracy Studies : Evidence From the German Census of 2011
Numeracy estimates have been widely used to trace human capital development over time. We contribute to the literature by using age data from the German Census of 2011 and simulations to assess the robustness of numeracy estimates to sampling error. We evaluate the Whipple and the ABCC index. Our results show that while there is some bias inherent in numeracy estimates, especially in small samples, general developments can be discovered by using numeracy trends. We also show estimates of the size of the sampling error
