Analytical Frame for Open Data Impact Assessment – An Exploratory Research
While several studies have documented the potential of open data to spur economic innovation as well as to usher in fresh forms of political and government accountability, we know little about how open data is being used and what forms of impact it is having. To balance the demand and supply of the data, the impacts must be explored and measured. Based on the data collected from open data users in Ireland, this exploratory work aims to propose and explore a framework to address the main two research questions: what the impacts of open data are and what open data activities are needed to maximize impact. Early findings from this study revealed impact categories, areas, activities to each impact areas. Insights from the adopted approach in this study suggests methodological approach to conducting open data impact assessment. Moreover, the author use this opportunity to publicize the process and progress of this research at its exploratory phase to shed some lights on the open data impact assessment methods and approaches
