APEC 환경상품 논의동향과 한국의 대응방안 : 2012 환경상품 리스트를 중심으로 (APEC Discussions on Environmental Goods and its Policy Implications for Korea)

최근 환경산업은 지속성장 측면에서 새로운 성장동력으로 주목받고 있다. 그러나 아직까지 환경상품의 정의 및 범위 설정에 대한 국제적 합의는 이루어지지 않고 있다. WTO 환경협상에서는 환경상품에 대한 정의 문제가 난항을 겪자 차선책으로 특정 환경상품군을 설정하고 이에 대한 관세감축을 우선 추진하는 방향으로 논의를 추진해왔다. 그러나 관세감축 대상이 되는 환경상품군에 대한 선정방식에 대해서도 회원국간 이견이 좁혀지지 않아 어려움을 겪고 있다. WTO 차원의 환경상품 논의가 지지부진한 반면, 최근 APEC에서는 환경상품 논의에 대해 주목할 만한 성과를 거두었다. 2012년 APEC 회원국들은 ‘APEC 2012 환경상품 리스트’에 합의하였고 2015년까지 리스트에 포함된 환경상품에 대한 관세를 5% 이하로 감축할 것에 합의하였다. 이와 같이 APEC에서의 환경상품 논의가 상대적으로 신속하게 진행되고 가시적인 성과를 거둘 수 있었던 것은 ‘자발성 및 비구속성의 원칙’과 ‘정상선언을 통한 추진동력’이라는 APEC 논의 특징에 기인한다. 또한 최근 합의된 ‘APEC 2012 환경상품 리스트’의 가장 큰 특징은 무역투자 이슈와 연계할 수 있는 품목 코드 및 분류를 사용한다는 점과 최신의 환경 이슈를 반영하고 있다는 점이다. ‘APEC 2012 환경상품 리스트’를 바탕으로 한국 환경상품의 무역구조 및 수출경쟁력 분석을 수행한 결과 한국의 대세계 수입 실행관세율은 0~8% 수준이며, 관세감축 목표인 5% 이하에 해당하는 품목은 HS 6단위 기준으로 1개 품목뿐이다. 주요 교역 상대국은 중국, 일본, 미국이며 중국에 대해서는 수출경쟁력을 가지는 반면, 일본과 미국에 대해서는 수출경쟁력이 없는 것으로 나타났다. 또한 2000년대 초반에 비해 최근 한국 환경상품의 수출경쟁력은 전반적으로 개선되고 있으나 여타 일반상품에 비해 상대적인 경쟁력은 여전히 부족하다. APEC 차원에서의 환경상품 논의 성과는 향후 WTO 환경상품 논의 활성화와 환경상품에 대한 무역자유화의 가속화에 크게 기여할 것으로 예상된다. 따라서 우리나라는 단기적으로는 환경협상에 대비하여 적절한 협상전략을 마련하고 장기적으로는 환경상품 시장개방에 대비하여 수출경쟁력을 확보하는 등 다각적인 대응 마련이 필요하다. 협상전략 측면에서 한국은 APEC 차원의 환경상품 논의에 적극적으로 참여하면서 개도국의 입장을 아우르고 선진국과의 연계를 도모하여야 한다. 또한 환경상품 무역자유화 대비 측면에서는 국가별·품목별로 보다 정밀한 분석을 통하여 구체화된 수출경쟁력 강화방안을 마련해야 한다. The Environmental industry is emerging as a new engine for sustainable growth. However, an international consensus on identifying the environmental goods has yet to be established. In September 2012, APEC Leaders reached an agreement to endorse a list consisting of 54 environmental goods and reduce applied tariffs on these goods to 5 percent or less by 2015. It represents a remarkable accomplishment following several years of efforts by APEC since the Early Voluntary Sectoral Liberalization (EVSL) in 1997. It is arguable that APEC’s voluntary and non-binding principle facilitated the consensus. This breakthrough will have positive repercussions and spillovers at the bilateral and multilateral level. This study reviews what characteristics of discussions and activities in APEC brought about the accomplishment. It also examines Korea’s competitiveness with respect to APEC environmental goods. In terms of imported goods to Korea in 2012, the applied tariff rates range from 0 to 8 percent. As of 2012, only one HS sub-heading out of 54 accords with the commitment of reducing tariffs to 5 percent or less. Regarding major trade partners for Korea-China, Japan and the United States. Korea has the competitiveness over China, whereas there is no competitiveness vis-à-vis Japan and the United States. Based on the analysis, this paper draws policy implications on how to deal with further discussions and to strengthen competitiveness in preparation for market liberalization, not only in the APEC region but also around the world. It is suggested that a more in-depth analysis be made to present more concrete and specific strategies for Korea’s long-term competitiveness
