Benchmarking the operational added value and preparing end users' uptake of the maritime CISE

Nowadays, government Authorities are expected to be digitalized, open (towards society and other government actors) and make optimal use of information. The maritime Common Information Sharing Environment (CISE) is a cornerstone to making these paradigms become a reality. CISE is about improving information exchange between authorities carrying out sectorial control and surveillance activities in the maritime domain, such as border control, maritime safety and security operations, fisheries control, customs control, maritime pollution control, general law enforcement and military activities. The CISE process started in 2009, as part of the EU's Integrated Maritime Policy, with the ambition to put in place an EU wide environment which could allow for automatic and seamless information exchanges between some 300 public maritime authorities, from the above sectors, at EU and national level. It focuses mainly on developing the necessary interoperability between different maritime surveillance systems of these authorities. Basically it seeks to facilitate that information collected by a maritime authority for a specific purpose could be easily shared with others to optimize the maritime surveillance of European seas. Whilst the initial years focused on policy preparations and pilot projects to test CISE's feasibility, CISE is currently transitioning towards the operational phase which is expected to result in concrete information exchanges leveraged by maritime surveillance Authorities to deliver their missions. Gartner has examined what actions are required to successfully deliver this operationalization. The analysis uses two complementary perspectives: what information exchanges should be realized as priority and how the CISE process needs to be consolidated and run from the managerial perspective to achieve its overall purpose.
