Calculating Normal Value as a Way of Protection : Some Evidence from Turkish Dumping Investigations

Even though the economic justification for antidumping may appear quite convincing, many economists are not satisfied with this reasoning. They frequently question and examine the implications of antidumping on the welfare of importing countries, global welfare and trade and find countervailing results.This chapter concentrates on the problems of antidumping applications in practice, with an analysis of the biased calculations of Turkish antidumping authorities, calculations biased in favor of domestic producers. Our study reveals that Turkish antidumping authorities use discretionary practices during the course of dumping investigation for protective purposes, and also shows that an alternative calculation for damping margins may give different results than those calculated by the Turkish authorities
