American students of U.S. foreign economic policy have recently devoted great attention to comparing the results of USSR and U.S. activity. For example, >u>Soviet Economy in a New Perspective. A Compendium of Papers Submitted to the Joint Economic Committee>/u> presents quite a realistic appraisal of the successes scored by our country's economy. However, the papers gloss over the striking contrast between the Soviet planned economy, whose deliberately maintained proportionality between various branches of the national economy makes possible the expedient use of available materiel and manpower, and the U.S. market economy, which develops in cycles in the face of uncertain business conditions, rampant inflation, and the reduced demand for manpower coupled with an unprecedented rise in unemployment.
