As the digitalisation of European society evolves, information and communication technology (ICT) solutions are being used increasingly in the context of electoral processes. The European democracy action plan announced the preparation of a compendium of electronic voting ('e-voting') practices by the Commission, together with Member States and in close cooperation with the Council of Europe. The Commission strategy for the rights of people with disabilities 2021-2030 provides for the compendium of e-voting practices to address the needs of citizens people with a disabilities This compendium is designed to promote the development of a body of common knowledge among Member States on e-voting as well as the use of ICT in electoral with the overall aim of consolidating the capacity of the competent authorities to promote high electoral standards supporting free, fair and resilient elections in the European Union, including how to address electoral threats. The compendium does not aim to provide universally applicable solutions, because the successful implementation of the of e-voting and ICT practices it cites may depend on the specific context in each Member State.
