Conceptual and Analytical Challenges Confronting Governments of the LDCs in Formulating and Implementing Redistributional and Income Transfer Policies

It is the intention of this research article to address the question of why in most of the LDCs, in spite of the vast income redistributional policies, favorable changes in reducing the poverty and diminishing class differences do not occur. Successful welfare policies are those that can rapidly reduce such measures as Gini Coefficients, proportions of the average income levels of the upper classes to those of the lower levels, percentage of people under poverty line, and percentages of the government budget allocated to income redistributional policies. This paper tries to address some of the conceptual and analytical challenges that governments in the LDCs confront to archive a more equal distribution of income among their citizeneries
