Data-gathering study on the common financial framework for the management of expenditure under Regulation 282/2014 : final report

The objective of this study was to provide data and data analysis to support the analysis of impacts of the future Public Health Programme, in accordance with the Better Regulation Guidelines. As a separate but closely related objective, this study also developed a detailed monitoring system. To provide a clear framework for the study, an intervention logic for the future programme was developed. Following this, the study refined a prioritisation of action areas under each of the four scenarios considered. The analytical work then focused on establishing a 'baseline' using data on performance of HP2 and HP3's past and ongoing actions of relevance to the future programme, as well as other relevant secondary sources. The modelling of the expected impacts of the future Health Programme then considered the four different scenarios, namely: i) the scenario of non-reconduction, ii) the core tasks scenario, iii) the status quo scenario and iv) the aspirational scenario. Overall, a transversal comparison found that a discontinuation of the programme would carry significant potential negative impacts. The core task and status quo scenario would provide for relatively similar overall impacts. Finally, the aspirational scenario would allow to make good progress towards programme and wider EU policy objectives. Concentrating additional resources in one to two key flagship priorities would further enable the programme to achieve additional impact in a select number of key areas of high EU Added Value. The study also found that the three scenarios (core tasks, status quo and aspirational) provide a good level of cost-effectiveness and are all based on solid foundations in terms of EU Added Value. Finally, a monitoring framework consisting of 58 indicators was developed, organised according to three levels: impact, result and output. The monitoring framework is also accompanied by a performance management plan addressing the data collection system and uses of data.
