Decision-Making Process for Weather Sensitive Offshore Operations and Introduction of Response Forecasting

Decision-making during offshore weather-sensitive operations is an important process that involves several stakeholders. The contractor who is delivering the project is responsible for safe implementation, while the client is often represented at the work site, together with the warranty surveyor. In this article, the interests of the different stakeholders are discussed as well as the decision-making process within the organizations for a weather-sensitive operation. Further, response forecasting is suggested to improve the safety and efficiency of marine operations, its impact on decision-making is shown and exemplified by a recent pipelay project, and the limits of response forecasting as a tool are outlined
