Die Auswirkungen der Russland : Sanktionen auf Unternehmen

Seit der sogenannten Ukraine-Krise im Jahr 2014 sind die Handelsbeziehungen zwischen der EU und Russland durch gegenseitig auferlegte Sanktionen erheblich eingeschränkt. Mittels internationaler Handelsdaten analysieren wir in dem vorliegenden Beitrag die deutsch-russischen Handelsbeziehungen. Zudem wurde durch eine aktuelle Unternehmensbefragung, die das ifo Institut im Auftrag der IHK Düsseldorf im Jahr 2020 durchführte, das Ausmaß der aus den Sanktionen resultierenden Beeinträchtigungen für deutsche Unternehmen erfasst, die Handelshemmnisse konkretisiert und die Einstellungen deutscher Manager zu handelspolitischen Themen mit Russlandbezug untersucht. Die Ergebnisse zeigen, dass Russland einseitig von der EU als Zulieferer und als Abnehmer abhängig ist, während Russland für die EU eine untergeordnete Rolle als Handelspartner spielt. Russland importiert aus der EU hauptsächlich komplexe Finalgüter, aber exportiert fast ausschließlich Rohmaterialien (Rohstoffe wie Erdöl und -gas, Bergbau und Metalle). Die Befragung zeigt, dass ostdeutsche Unternehmen in besonderem Maße durch die Sanktionen beeinträchtigt werden, ebenso wie Firmen im Verarbeitenden Gewerbe. Vor allem der mit den Sanktionen entstandene erhöhte bürokratische Aufwand stellt die größte Hürde dar, gefolgt von Exportkontrollen und konkreten Export- oder Importverboten. Etwa die Hälfte aller befragten Unternehmen schätzen, dass sie von einer Aufhebung der EU-Sanktionen profitieren könnten.
