Dynamik als Leitprinzip zur Revitalisierung des Leipziger Auensystems: 10 Thesen zur Revitalisierung der Leipziger Aue, eine Vision, ein konkreter Maßnahmenkatalog mit Karte zu Dynamisierungsoptionen und ein Ausblick mit Realisierungsvorschlägen
Intakte Flussauensind Hotspots der biologischen Vielfalt und von Ökosystemleistungen für uns Menschen. Trotz der nationalen und europäischen Bedeutung der Biodiversität des Leipziger Auensystems, sind starke Beeinträchtigungen der Lebensräume in der Aue seit vielen Jahren bekannt. Sie verstärken sich insbesondere in extremen Trockenjahren. Die heutigen Probleme der Flusslandschaft haben eine historische Dimension:Im 19. und der ersten Hälfte des 20. Jahrhunderts wurden mit dem Ausbau des Gewässernetzes große Teile der Aue vom Abflussregime der Flüsse entkoppelt. Dadurch fehlen dem Leipziger Auensystem seine drei zentralen Gestaltungselemente: Die hydrologische Dynamik, da die derzeitige Steuerung eine konstante Wasserführung anstrebt, die hydrologische Vernetzung der Lebensräume, da die Hauptfließgewässer von ihren Auen getrennt wurden, und das Wasserdar-gebot, das durch die Entwässerung und fehlenden Überflutungen ohnehin gering ist. [...] Das vorliegende Thesenpapiermöchte diesen für die Region Leipzig wichtigen Prozess zum Erhalt der Biodiversität und zur Wiederherstellung der Auenfunktionen unterstützen. In 10 Thesenwerden Leitlinien für die Erarbeitung von detaillierten Konzepten der Auenrevitalisierung vorgestellt. Über 70 Maßnahmen konkretisieren diese Vorschläge in Tabellen- und Kartenform bewerten sie gemäß der Leitlinien. Eine kurze Visionfasst die wesentlichen Elemente der vorgestellten Thesen und Maßnahmen zusammen. Ein Ausblick skizziert den Weg nach vorne und gibt Entscheidungsträgern und Akteuren konkrete Realisierungsvorschläge zu Prozesselementen und Rollenverteilung an die Hand.
