Effectiveness of Utilization of Labor Resources (Problems of Theory and Methodology)
The further improvement of the utilization of labor resources in the national economy is one of the most important ways to increase the effectiveness of social production. As emphasized at the Twenty-fifth Congress of the Communist Party of the Soviet Union, the orientation toward effectiveness is a very important component part of the Party's economic strategy. In the 1980s the resolution of the problem of increasing the effectiveness of production will be particularly urgent in connection with the worsening manpower problem, the attainment of a high level of employment in the social sector, and the lowering of the growth rates of the able-bodied population.
