eGovernment Benchmark 2016 : a turning point for eGovernment development in Europe?; Volume 1: Executive summary

This "Insight Report" presents key findings of the 2016 eGovernment Benchmark. It provides insight and detail from three perspectives: 1. A retrospective on eGovernment performance in Europe 2012-2015: progress made with regard to implementing the policy priorities of the eGovernment Action Plan 2011-2015. These policy priorities include: User centricity, Transparency, Cross-border Mobility, and the adoption of Key Enablers. 2. Looking forward to a new policy era 2016-2020: providing insights for each of the seven guiding principles of the new eGovernment action plan 2016-2020, displaying the current state of their application and recommendations. 3. The explorative bench-learning perspective: this section presents a 'peer-perspective' on eGovernment performance. Comparisons become more relevant when evaluating the performance of peers, based on similar socio-economic and cultural context of countries. This explorative section analyses clusters of countries with similar performance to find explanations and determine success factors. This report summarises method and factual findings and draws insights and conclusions regarding how public organisations can further progress as regards their digital transformation. This is aimed at Government leadership.
