Eiaboration of a Complex Approach in the Formation of Competence and Capacity Building for Sustainable Development in the Arctic

The paper presents analyses of some of the studies presented in the literature in connection to sustainable development research in the context of competence development and capacity building. The implications are discussed as applicable to the Arctic potentials for sustainable development and are considered in a complex approach proposed to be the basis of an integrated model for project and innovation. The development of an integrated approach to the development of competence and capacity building for sustainable development in the Arctic is possible taking into account the needs of the environment, as well as a population capable of wisely and correctly using its opportunities for the common good. The human, social potential of the Arctic zone is the basis for the success of the implementation of projects and programs aimed at accelerated and diversified regional development. Disclosure, preservation and enhancement of the social potential of the Arctic is a priority task for the implementation of these projects. Careful attitude to the mineral resources, vegetation, animal and cultural-historical heritage of the Arctic will allow to observe the principles of humanism, rational nature management, and also to demonstrate the foresight of developers and project implementers to the opportunities of the Arctic zone. The success of the implementation of the project for the development of the Arctic zone can be built only on the basis of a balance between the real capabilities of people, nature, technology and the economic feasibility of certain activities. Budgetary allocations, supplemented by private investments, will have a long payback period, and each project participant should be prepared for this scenario. An integrated approach to the development of competence and capacity building for sustainable development in the Arctic will be implemented provided that all ministries, departments, invited companies and individual specialists are clearly coordinated over a long period of systematic, stable and efficient work
