Energy Technical Efficiency and Total Factor Productivity of China's Power Industry Based on DEA Model

To promote the benign development of China's power industry in terms of efficiency improvement and environmental protection, China's power industry needs to ameliorate the market and environmental technical efficiency urgently. Based on the internal mechanism of production-supply in power system, DEA-BCC and DEA-Malmquist models, we study the dynamic and static regional disparities of technical efficiency and total factor productivity in China's power industry from 1998 to 2017. The energy technical efficiency is investigated from two aspects of market and environment, and the technical efficiency and total factor productivity are explored from three perspectives of the power generation, transmission and distribution network and the entire power industry, respectively. The empirical results indicate that the efficiency of the power generation link in China’s power industry is superior to transmission and distribution network link. China's power industry presents the development pattern of "emphasizing power generation over power transmission and distribution" and "emphasizing market over environment", the efficiency of the power network link in areas with concentrated power output is low. The ranking of regional efficiency shows a downward trend of "East, Mid, West", which exemplifies the existence of "resource curse" at the regional level. Distinct characteristics of the economy, geography and resource endowment in China make the phenomenon more obvious. Moreover, both the evolutionary trends of technical efficiency and total factor productivity suggest that "catch-up effect" appears among regions
