Enterprise autonomy policy in post-Mao China : A case study of policy-making, 1978-83

Three phases of enterprise autonomy policy, their unintended consequences, and the corresponding policy adjustments from 1978 to 1983 are examined. The relative influence of the past policy coupled with the changing balance between the central and local powers in the policy-making process in the post-Mao era is analysed. It is shown that Chinese policy-makers tend to be sensitive to the risk element in introducing a new policy. (DÜI-Sen)
