EU-Russia Human Rights Consultations

This reflection document presents an assessment of the human rights consultations between the EU and Russia, placed in the more general context of their cooperation, as well as proposals and suggestions not only to improve their progress, but also to reshape their direction and objectives. It is based on a study of documents relating to these consultations and the other aspects of Russia-EU cooperation, as well as on discussions around these consultations held in Moscow, Brussels and Paris with representatives of the Council of the European Union, the Commission, and of Russian and international NGOs. It will focus on the respective positions of the different actors in this dialogue, and in particular the ways in which the roles of the European Parliament and civil society can be strengthened.
