Summary: In September 1994, the Council of Ministers decided on a Directive on the establishment of a European Works Council (EWC) for the purposes of informing and consulting employees (94/45/EC). The emergence of EWCs is a major part of the development of an industrial relations system at European level. The Merloni EWC pursues aims that are mainly to provide information and it does not yet have a consultative and negotiating function. Broadening the EWC powers in the negotiating direction is something that the outsider workersu0092 representatives and the EWC delegates hope for as the natural continuation of their national activities.
