Ex-post evaluation of the European earth monitoring programme (GMES) and its initial operations (2011-2013), GMES : final report

The study had two overarching objectives, which were: (i) to evaluate the relevance, effectiveness, coherence, efficiency, sustainability and European added value (EAV) of the GMES programme (the PAs, GIO and FP7 space component); and (ii) to outline the overall societal value of the three components of the GMES Programme, in terms of the balance between the investments made in space infrastructures and services, and the value of data gathered for the selected services.
