Fachkräftebedarf und betriebliche Aus- und Weiterbildung in der Metropolregion Nürnberg: Auswertungen aus dem IAB-Betriebspanel 2013
Seit etwa zehn Jahren wird verstärkt über Fachkräftebedarfe und Fachkräfteengpässe diskutiert. In diesem Bericht stehen der Fachkräftebedarf sowie Ausbildungs- und Weiterbildungsaktivitäten der Betriebe in der Metropolregion Nürnberg im Zentrum der Analysen. Als Datenbasis dient dabei das IAB-Betriebspanel. Insgesamt ist die Metropolregion Nürnberg von einem Bevölkerungsrückgang und einer zunehmenden Alterung der Erwerbsbevölkerung betroffen. Der Arbeitsmarkt hat sich allerdings in den letzten Jahren günstig entwickelt: Die Zahl der Beschäftigten ist gestiegen und die Arbeitslosigkeit ist zurückgegangen. Charakteristisch ist für die Beschäftigung in der Metropolregion ein hoher Anteil an Beschäftigten im Produzierenden Gewerbe und mit einer abgeschlossenen Berufsausbildung. Die Auszubildendenquote ist in der Metropolregion relativ hoch und rechnerisch hat sich der Ausbildungsstellenmarkt in der jüngsten Vergangenheit zu Gunsten der Bewerber verändert. Zwischen den Städten und Landkreisen in der Metropolregion gibt es bei all diesen Indikatoren allerdings erhebliche Unterschiede und damit auch unterschiedliche Bedingungen bezogen auf die Deckung des Fachkräftebedarfs. Die Daten des IAB-Betriebspanels zeigen, dass sich die Größenordnung des Fachkräftebedarfs der Betriebe in der Metropolregion Nürnberg nur wenig von Bayern, Westdeutschland und Deutschland unterscheidet. Allerdings war die Nichtbesetzungsquote von Fachkräftestellen in der Metropolregion höher als in den anderen Regionen. Dies deutet auf größere Herausforderungen bei der Deckung des Fachkräftebedarfs in der Metropolregion Nürnberg hin. Betriebliche Ausbildung ist für Betriebe eine Möglichkeit Fachkräfte zu rekrutieren. In der Metropolregion waren überdurchschnittlich viele Betriebe ausbildungsberechtigt, jedoch konnten Ausbildungsstellen häufiger als in Bayern, Westdeutschland oder Deutschland insgesamt nicht besetzt werden. Auch die betrieblichen Weiterbildungsaktivitäten in der Metropolregion lagen niedriger als in den anderen Regionen. In der betrieblichen Ausbildung und in der betrieblichen Weiterbildung könnten also noch Potenziale liegen, die Problematik von Fachkräftebedarfen und Fachkräfteengpässen in der Metropolregion zu verringern. Die Metropolregion Nürnberg könnte gute Voraussetzungen bieten, die in Zusammenhang mit dem Thema Fachkräftebedarf regional vorhandenen Ideen und Strategien transparent zu machen und zu bündeln oder auch innovative Ansätze zu unterstützen. Unter dem Dach der Metropolregion könnten von Städten und Landkreisen regionsspezifische Wege beschritten werden, um den Herausforderungen zu begegnen und die Chancen der überregionalen Zusammenarbeit zu nutzen.
