Fencing the Airshed : Using Remote Sensing to Police Auto Emissions

Remote sensing technology enables the government to take a property-rights approach to the airshed: You are free to drive unmolested until we detect you fouling the air. Basic economics teaches that it is better to specify and police outputs and let people in the market entrepreneurially decide the inputs. Policy can employ remote sensing can to police the airshed and discontinue input-oriented (command and control) policies, such as Smog check, fleet emission standards, and subsidies and research for alternative vehicles and fuels
