Final evaluation of public procurement of innovation in the context of the CIP

This report presents the Final Evaluation of Public Procurement of Innovation (PPI) in the Context of the Competitiveness and Innovation Programme (CIP). It was commissioned by EC Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW), and undertaken by a consortium led by Technopolis Group over a 10-month period during 2017-2018. The purpose of the evaluation was to assess the implementation, effectiveness, efficiency, coherence, relevance and EU added value of the PPI pilot, in light of its original objectives. It focused on the 10 pilot projects that were launched through two calls for proposals in 2011 and 2013. These involved the cross-border collaboration of multiple public procurers in the execution of an innovation procurement process. The projects launched more than 30 procurement exercises through the programme, investing €20M - €45M in total on innovative goods and services. The Commission partfinanced the purchase of goods and services, in order to offset the additional cost (premium) of an innovative solution. It also contributed towards the costs of preparatory, coordination and learning activities. The findings and conclusions presented in the report are based on a programme of research and analyses, which included a review of project files and interviews with project coordinators, partners and suppliers, alongside a benchmarking exercise to explore comparable national support measures.
