Fostering a Dependency Culture : The Commodification of Community Policing in a Global Marketplace
This chapter outlines attempts at transplanting community policing internationally as part of police and security sector reform endeavors. It suggests that the transplantation of 'Western' notions of community/democratic policing are are likely to be of little impact since they fail to take stock of the unique histories, culture and political dynamics of the recipient country. The chapter argues for a police reform process that is politically, culturally and historically grounded
