Hard 'Brexit' - How to Address the New Conundrum for the Island of Ireland?

The European Commission, the European Parliament and the UK government have all expressed a determination to safeguard specific risks for Ireland as a whole or Northern Ireland connected to the UK's withdrawal from the EU. However, a "Hard Brexit" aspired by the UK government with its ambition to avoid obligations related to free movement of persons from and to the EU, a customs union with the EU and the jurisdiction of the Court of Justice of the European Union, will cause disruption of an all-island perspective for Ireland, and thus augment the risks for Ireland. This paper discusses the relevance of common EU membership of the UK and Ireland for the Irish peace process, as well as the relative prosperity on the island in the last 20 years, and sets out some proposals for the future after "Brexit", as well as for the transitional period until "Brexit" is completed
