In 1994, Congress unanimously repealed the Employee Trip Reduction program enacted as part of the Clean Air Act Amendments of 1990. This is the third of three articles critiquing the program. Here the origins of the program are traced. It is shown that Congress did not understand the precursors of the federal program.
