Human Resource Development and Employment Pattern : An Overview from India's Perspective

Human resources refer to the sum total of society's competencies. It refers to all competencies which contribute to playing an active role in development of a country. Human resource development has become one of the most important issues in recent years to shape development strategies of countries around the world. One of the major issues is the employment and manpower development in the country. Although unemployment is not a serious problem in some countries, underemployment or mis-employment is very significant issue today. Together with the current emphasis on market mechanisms, these problems call for exploration of new strategies for matching education and training with the need for human resources. This paper makes a modest attempt to discuss the role of education as a skill formation function for human resource development. It has tried to explore the various techniques used to relate educational development with human resource needs in regional and national contexts. It also studies the background of the economic situation of the country, the present state of the education system and description of the education and manpower planning problems
