Implementation of the Tangerang Live Portal Policy and Community Needs for the Digital Divide Which Has an Impact on the Smart City Policy

The purpose of this study is that it will illustrate how much influence the Smart City Policy and Community Needs have on Policy Implementation with a digital divide in Tangerang City. The digital divide experienced by certain citizens is certainly a challenge for local governments in providing adequate public services for the community. This research uses a quantitative method of case study approach, questionnaires were sent as part of the data gathering process in 13 districts in Tangerang City with 400 respondents. Data processing of research results is carried out using SEM-PLS. Building a smart city is intended to enhance quality of life by using urban information and technology to increase service effectiveness and cater to resident requirements. City authorities can monitor what is occurring in the city, how the city is evolving, and how to implement a higher quality of life thanks to information and communication technology, which enables them to engage directly with the city's residents and infrastructure, because technology is an absolute necessity to build smart cities, so that both local governments as policy service providers and communities as recipients/users can equally feel the benefits and conveniences
