Improving the Comprehensive Planning of the Education and Training of Cadres
>p>The decisions of the party and the government emphasize the importance of the comprehensive approach to national economic planning and point to the need for improvement in the techniques used in solving the most urgent scientific, technical, economic, and social problems. The decree of the USSR Council of Ministers "On Improving the Planning of Specialist Training and on Improving the Utilization of Graduates of Higher and Secondary Specialized Institutions in the National Economy" (>u>1>/u>) focused special attention on the need to improve the comprehensive planning of the training of worker cadres and specialists. The decree of the Central Committee of the Communist Party of the Soviet Union and the USSR Council of Ministers "On the Improvement of Planning and on Increasing the Influence of the Economic Mechanism on Enhancing the Effectiveness of Production and the Quality of Work" confronts planning agencies with the task of "raising the content of planning to a qualitatively new level on the basis of the intensification of the role of long-range plans, the broad application of the program-goal method, and the introduction of the system of scientifically substantiated technical and economic norms." (>u>2>/u>) The USSR State Planning Committee [Gosplan], together with interested USSR ministries and agencies and councils of ministers of the union republics, has the responsibility of articulating a list of comprehensive scientific-technical, economic, and social programs and of ratifying them before the next five-year plan begins. The comprehensiveness of the planning of educational problems acquires particular importance. This is due to a number of reasons:>/p>>p>First is the complex character of problems confronting the Soviet school; the need to combine the solution of social, cultural, and economic tasks of education into a unified whole; and the need to secure the optimal combination of the interests of the all-round development of the individual with the demand to satisfy the national economy's need for cadres of a given vocational-skill level.>/p>
