Improving the Methods for Calculating and Planning the Population's Real Incomes According to Social Groups
Based on a profound and comprehensive scientific analysis, the Twenty-Fourth Congress of the CPSU advanced the task of securing a substantial rise in the material and cultural living standard of the people as the main task of the five-year plan for the development of the USSR national economy in 1971-1975. In the resolution on the Report of the Central Committee of the Party, the Congress emphasized that the policy of substantially improving the public well-being will determine not only the main task of the Ninth Five-Year Plan but also the general orientation of the nation's economic development for the distant future.
