Metrics support : support to units for the development of DG CONNECT metrics : final report

DG CONNECT aims to deliver better policies and better regulation in a smarter way. In order to achieve this it has launched an initiative aimed at becoming a more flexible, effective and results driven organisation. The goal of implementing metrics within DG CONNECT was to obtain a mature, fit for purpose set of metrics at unit level, mid-level including shared, common and composite indicators, converging towards the goals defined for the DG. The scope of the support services for the metrics exercise was supporting units in articulating how each unit contributes to DG CONNECT's goals, what the associated inputs and outputs are and how this helps realise the intended results/impacts. In the next iteration of the fiches we recommend that there will be more focus on the direct impacts of the units. Finally, the recommendation is to develop a management tool bringing together the different fiches and therefore to further rationalise their leading indicators, priorities and top level goals around a series of higher level indicators.
